Is it pretty much not worth investing or evolving Pokemon under the level of 10-15, other than the purpose of experience?
When you are lower levels, you catch Pokemon of lower CP, but let's say at level 1 you catch one that has 100CP with max arc (100%). If you go to level 20, then that same Pokemon might stay 100CP but no longer have a max arc and a small arc, because max CP limit is raised? Therefore it's just better to catch Pokemon at higher level?

Therefore it's just better to catch Pokemon at higher level? Pretty much, no it's not worth it. Probably wouldn't hurt to level a Pokemon or two up, but generally if you caught a Pokemon at 100% arc with a 100cp and then leveled a few times, that Pokemon would now be like 70% arc and still 100cp and you could catch a Pokemon at 80% arc that would have a higher cp value without needing any to spend candies or stardust. It become even more important on some of the rarer Pokemon since you won't be able to catch as many (thus having less candies to spend). Generally, lv 20+ is a good time to start leveling up Pokemon since the exp curve gets so high you'll have plenty of time to recuperate the candies and stardust.
